Development of this initial layer of WOSE involves extraction of knowledge components from existing BOK and converting them to a DAML based ontology. The knowledge components are described in a Frame-based system (properties and relationships). Existing ontology libraries are surveyed to identify ontologies that can be used to enrich the WOSE.
